A title in the progressive
'봄은 자라고 있네' is progressive. Not spring came, and not spring will come.
That tense sits in an unusual place — neither completed nor forecast, but happening now. Confirmed, yet not finished.
The ending '-네' runs the same way. It's what Korean uses at the moment of noticing. You use '-다' for what you already knew and '-네' for what you've just realised. The whole title stands at the instant of witnessing.
The two titles carry different tenses
The English title is 'Spring Will Come Again' — future tense.
The Korean says it's growing now; the English says it will come again. Two titles on the same song, out of step in tense.
That's a translation that didn't carry the tense across, and the result adds information rather than losing it. The Korean title looks at now; the English looks at next. Put together they make one sentence: it's growing now, and one day it comes again.
A spring song released in August
This came out in August, as summer ends.
Release a spring song in spring and the season and the song overlap. Release it at the end of summer and they don't — distance appears instead.
Set that timing beside the progressive tense and something reads. It isn't spring now, but it's growing. The phrase stops pointing at a season and starts pointing at a state.

Listen once without the title. Decide from sound alone which season this sits closest to.
Then put the two titles side by side and listen again. Which tense — growing now, or coming again — is nearer the song is the thing to check.
Last, consider the ending '-네'. That isn't the speech of someone who already knew. It's the speech of someone who has just seen.
